The Georgia House recently established a study committee on modernizing the state's Certificate of Need requirement, and Augusta Republican Rep. Mark Newton is one of the members. The Certificate of Need legislation requires that new healthcare facilities demonstrate to the state that there is a demand for their services before beginning construction. Georgia has loosened some of the restrictions since the law was passed in 1979, but during this year's legislative session some pushed to abolish the requirement for counties of fewer than 50,000 residents.
